Bruce H. Joffe, Ph.D.
Director of Development

Director of Development Bruce H. Joffe
manages Safe Haven’s public relations, marketing, development and
internal communications, as well as oversees the organization’s human
resources. Recently relocated to Racine from the Shenandoah Valley of
Virginia, he purchased an older property in the city’s downtown area.
With a Ph.D. in Business Communication, Bruce has taught a variety of
no-nonsense public relations, media, and marketing courses at The
American University, George Mason University, and Mary Baldwin
College. As president and creative director of a successful public
relations firm in the metropolitan Washington, DC, area, Dr. Joffe
helped to manage the reputation of his clients for more than 20
years. He created promotional materials and metrics for large
corporations and local businesses to use in their “branding” efforts,
while positioning non-profits to raise the bar on the resources and
awareness they need to make a real difference. In addition to his SAFE
Haven responsibilities, Bruce serves as executive director of the new,
nonprofit
LGBT Center of SE Wisconsin serving Racine, Kenosha,

Denise Sierra, AA
Director of Finance

Denise
attended the University of Wisconsin - Parkside in the mid 70's and
then earned her Associate of Arts degree in Accounting from Gateway
Technical College - Racine in 1978. She has been employed as an accountant and
consultant
at various southeastern Wisconsin companies since that time. She has experience
in crisis management and has worked with nonprofit boards. She has trained in budget preparation, time
management, and web page design. Denise became the Director of Finance
for SAFE Haven in August of 2000 and is the webmaster for both this web
site and the
211racine.info web site. She is mother of two grown daughters, and a grandmother
of three. During her off hours, Denise is a
yoga instructor

Chantal Smith, AA
2-1-1 Racine/Gang Crime Hotline Operator

|
Chantal
Smith was hired in June 2006 for the position of 2-1-1 Racine
Information and Referral Specialist. In October of 2007, Chantal
started working as Youth Shelter Relief Staff in addition to the 2-1-1
position to fulfill field hours for her internship at Gateway
Technical College. On May 20th, 2008, Chantal graduated from Gateway
Technical College with an Associate of Applied Science Degree in Human
Services. She began working as the new 2-1-1 Racine Gang Crime
Hotline Operator the very next day. In the fall of 2008, Chantal will
be starting classes with Upper Iowa University in order to obtain her
Bachelor’s Degree in Human Services. Chantal is very active and loves
to dance. She taught step aerobics for two years at the YMCA in
Kenosha, Wisconsin, and today is an enthusiastic member and advocate
of Jazzercise, Inc. Chantal can be reached at

Damian B. Dolley,
BA
Gang / Crime Diversion Task Force Program

For the
past six years Damian has been involved with the positive development
of at-risk youth and fragile families, four years of the six being
with the Gang / Crime Diversion Task Force. Damian’s extensive
knowledge of fragile families, gangs, drugs, independent living, and
overall street-life, came when he ran the streets of Chicago’s
West-side for twenty-five years. In 1992 Damian acquired his B. A.
Degree in Elementary / Special Education. On October 5, 2005 Damian
presented at his first National Conference on Gang Trends and
Awareness to the Arkansas Coalition of Juvenile Justice. On October
20, 2005, Damian was the Dinner Keynote Address Speaker at The
Wisconsin Association for Homeless and Runaway Services Conference.
Damian has been awarded the Public Service Award from the City of
Racine, WI Police Department, and a Certificate of Congratulation
Citizen Award from Senator Plache and the State of Wisconsin. He also
has an Certificate of Recognition from the Governor of Arkansas Mike
Huckabee for his outstanding presentation. Damian is a very proud
member of the South Gate Lodge #6 Free & Accepted Masons, Prince Hall
Affiliated. Damian is a member of the Midwest Gang Investigators
Association, and has completed and is certificated in several
trainings to enhance his skills helping to build a brighter and
prosperous community. Damian Dolley is committed to the positive

Maurice Horton
Gang/Crime Diversion Task Force

For the past seven years, Maurice has been the Director of the
Gang/Crime Diversion Task force in Racine, Wisconsin. The program deals with
at-risk and gang-affiliated youth. Because of his knowledge of gangs and
dedication to the program, he has earned certificates and awards from the
following; the University of Wisconsin Criminal Justice Institute, the US
Department of Transportation Award of Merit, the Public Service Award from
the Circle of Recovery, two Racine Police Department Citizen Public
Service Awards, the Wisconsin Association of Runaway Services, Certificate
of Appreciation for the Ethan Allen School of Boys, the National Emergency
Training Center Certificate of Achievement in Maryland, Neighborhood Watch
Appreciation Award and the Midwest Gang investigators in Fort Wayne,
Indiana. In addition he has received National recognition from the
Arkansas Coalition of Juvenile Justice and the Ren Svanvoe youth
leadership award from the state of Wisconsin, one of highest award in the
state to be received by any single individual. In March 2004 Maurice was
added as a presenter for the world leading gang experts Know Gangs. Com

Neal Moore

Neal joined SAFE Haven in the year 2000 putting the total at 5 years
of service. Neal completed High School in Milwaukee and enrolled
himself in the Milwaukee Area Technical College a year later studying
Police Science. “I am very passionate about my music and culinary
skills. Together they provide a release from the hectic pace of my day

Sammy J. Rangel,

Sammy is in his senior year at Carthage College working towards his Bachelors
Degree in the Social Worker. Sammy is a Clinical Substance
Abuse counselor.
Additionally, Sammy is a member of the Disproportionate Minority
Confinement Committee, Wisconsin Association for Homeless and
Runaway Services Committee, Racine County State Incentive
Grant Committee, all related to serving youth. Sammy is also
a second degree black belt in Tae Kwon Do. Sammy has coordinated the
SAFE Streets program for seven years and provides community-street
based crisis
intervention for county families and youth. Sammy can be found in
schools and neighborhoods spreading the agency mission. He is

Melissa A
Robinson, BA
SAFE Passage
Transitional Living Program Coordinator

“I believe
that a beautiful smile has the power to brighten a person’s day and
that’s how I make it, by smiling.” Melissa Robinson was hired in
September 2006 as a 211 operator and in May 2007 Melissa took leave to
work as a YMCA Lifeguard at a youth camp in Westwood, CA. She was
re-hired in September 2007 as a Youth Shelter Relief staff and in
January 2008 she was promoted to the Youth Shelter Program Coordinator
position, which she currently holds. In May 2007 Melissa graduated
Dean’s List with a Bachelor of Arts in Sociology from University of
Wisconsin- Parkside. Melissa’s previous work as an Infant/ Toddler
teacher for 2 ˝ years played a key factor in her career focus on
working with youth. Melissa plans to pursue a graduate certificate in
Non-Profit Management at the University of Wisconsin- Milwaukee with
The Helen Bader Institute for Nonprofit Management. In her spare time

Russell Warren, BA

Russ Warren began as SAFE
Haven’s Youth Shelter Program Coordinator in June 2008. A graduate of
George Mason University in Fairfax, Virginia, Russ came to SAFE Haven
with a BA in psychology – with a concentration in neurobiological
conditions – and professional experience in the fields of corporate
program/events management, statutory legislation, organic chemistry,
and biotechnology. It is Russ’s compassion for others and a genuine
desire to improve the lives of abused, neglected, runaway, throwaway,
and homeless youth that brought him to SAFE Haven. Russ is a first
tenor in the Choral Arts Society of Southeastern Wisconsin and a
member of Preservation Racine. Russell can be reached at

Larry Huck
SAFE Haven - Youth Shelter
Residential Case Manager

Larry is the 3rd shift Case Manager for the Racine Runaway Program. Larry discovered
SAFE Haven through his work on the United Way of Racine County Review
Board. Larry was born in Racine and served in the U. S. Army in Europe from
1967-1969. Larry holds a Bachelor of Science degree in Sociology from the
University of Wisconsin-Parkside. He has been married for 32 years and has
three children. Larry enjoys reading about History. The hobby he loves most
is umpiring. Larry is a State Certified high school baseball and girls fast
pitch softball umpire. Larry has spent his entire life doing "stuff" with
teens. They are his favorite people on the planet. Larry can be reached at
